Installation Once a site has been identified and permission to proceed has been given by our client, Carflow carries out a detailed site survey. We assess the likely level of abuse, technological requirements, staff / permit requirements and other site specific factors. We put a plan in place to install the necessary equipment, make amendments to the entrance / exit, erect signage and ensure all relevant people are up to speed with the permit operating procedure. Before going live we undertake extensive testing of the solution to ensure everything is working correctly. Monitoring Carflow monitors the car park to ensure no parking abuse takes place. Enforcement Once a contravention of the car park rules is detected by our ANPR system, Carflow undertakes a rigorous manual checking process to ensure that issuing a Parking Charge Notice (PCN) is the correct course of action. We carry out multiple checks, which include manually verifying that number plates have been read correctly, checking the permit list, ensuring the vehicle does not belong to the emergency services, etc. Once a contravention is deemed to have occurred, Carflow requests keeper details from the DVLA and issues a PCN to the registered keeper of the vehicle. Payment, appeals and cancellation Carflow understands that our clients' relationship with their customers is extremely important. We aim to deal with motorists in the fairest and most efficient way to ensure our clients' relationship with their customers is not damaged. We adhere to the British Parking Association (BPA)’s Code of Practice and tailor the leniency of our appeals to our clients’ preferences. Our default policy is to give the motorist the benefit of the doubt. PCN payments can be made by post, phone or via our website. Appeals are also submitted via the website and we aim to respond to appellants within 3 working days, significantly less than the 14 days recommended by the BPA. Reporting Carflow provides car park reporting to clients detailing the number of cars through the car park, current and total number of vehicles parked, current and total occupancy levels, parking load, parking turnover and average stay duration. Reports can be tailored to our clients' preferences. |
